A timer or schedule can permit heating at particular times. A room sensor can request heat when its zone needs it. A radiator valve can vary flow to an individual emitter. Those functions may be separate or integrated into one control system.

The useful question is which device senses temperature, which changes water flow and which communicates demand to the heat source. A drawing of three boxes is a simple arrangement, not a rule that every installation must have exactly three separate devices.
