A model may know common writing or coding patterns while lacking the procedure used by a particular team. A reusable instruction file can supply that local context without a new training run.
Keep the distinction clear: reading a procedure can guide a run; it does not prove the procedure is current or that the output follows it. General capability, access to instructions and verified performance are different things.
