Two freelancers can make the same rate request and face very different risks if it is refused. One has confirmed work elsewhere; the other needs this client’s next payment to cover essential costs. The words alone do not describe their position.
Leverage means the ability to influence the terms available. Your alternative to agreement is one source; the other party’s need for your work, their alternatives and the decision process also matter. A strong alternative does not make their budget larger or require them to accept.
Preparation can improve your options before a meeting. New information or a changed offer can also alter them during it. Treat your map as something to update, not a fixed score of who is stronger.
