“We like the idea” is not the same as “We can approve this package.” A proposal may still need a scope comparison, evidence of delivery or a decision from someone else.
Useful obstacles to check include ambiguity—unclear meaning; complexity—work needed to compare the choices; and concern about whether promises can be met. These can overlap. They are prompts for enquiry, not the only reasons a deal can stall.
A proposal should help someone evaluate a decision, including a reason to decline. Clear presentation cannot make an unaffordable or unsuitable package acceptable.
