New paint depends on the surface carrying it. Look for lifting, cracks, staining, powdering and damp, and record where they occur. Those observations guide the next check; they do not identify every cause.

Check material history and permission before any cleaning, tape test, scraping or sanding. For this course’s practical project, stop if old-coating hazards or the condition of the wall remain unresolved.
