Oil and vinegar tend to separate when left standing. Vinegar is mostly water, and water molecules interact more favourably with each other than with oil. Ordinary cooking oil is less dense and usually forms the upper layer.
Calling them enemies is only a metaphor. You can distribute droplets of one liquid through the other without making them dissolve together.
