Food arrives in a pan with water on and inside it. Some incoming energy warms the food; some turns liquid water into vapour. That evaporation can keep wet areas cooler than nearby dry areas.
If you want surface browning, removing excess surface water and leaving enough space can help. You do not need to remove the water inside the ingredient.
