Paint tells you little about what will carry a fixing. Behind it may be plaster, board, adhesive, a cavity, masonry or a framed assembly. Two walls with similar surfaces can need different solutions.

Use available construction records and a suitable non-destructive assessment. Tapping and detector readings can suggest questions; they do not certify a material, strength or service-free location. Do not make exploratory holes to settle uncertainty.
